SP2 Technologies completed the soil removal on the golf course according to the plan approved by the FDEP. The report on the soil removal is shown below. The plan called for removal of all soil where the arsenic content exceeded 5.5 mg/kg. This level was allowed by the FDEP provided the golf course was to be used only for what they termed “passive recreational use”. This was an accommodation provided by the FDEP, since the official permitted target cleanup level is 2.1 mg/kg for residential use. The FDEP allowed cleanup to the 5.5 level since it was represented to the FDEP that the site would be limited only to that passive recreational use. In other words, no residential development would be permitted on the golf course in its current condition.
